BP and CARE International in the Caucasus have selected two out of four NGOs pretending on the role of project implementation for Community Development Initiative (Phase 3) Project funded by BP and implemented by CARE since 2010.

 

RDA has been given the opportunity to take over the implementation of Samtskhe-Javakheti part of the CDI3 project.

CARE International in the Caucasus has launched the third phase of the Community Development Imitative (CDI) initiated and funded by BP and its co-venturers in Baku-Tbilisi-Ceyhan (BTC), South Caucasian Pipeline (SCP) and Georgian Pipeline Companies (GPC) to reinforce the significant benefits that have been accrued during the implementation of CIP 1 and CIP 2 projects to the 77 pipeline communities and support BP’s future activities.

The project commenced in May 2010 and will run till January 2012. In the scope of “nationalization” of the project, RDA will be implementing this activity during the initial period with support from CARE and will step by step assume the role of implementer of those activities currently operated by CARE.

The goal of CDI 3 is “to enhance positive relations between BP and communities along the BTC/SCP pipeline route by investing in communities that demonstrate a commitment to become models for sustainable community development”.

CDI 3 project goal will be achieved through two major thrusts that imply an economic development strategy and a civil society development strategy. The main focus is made on sustainability as the underlying theme of the project. CARE’s exit as a direct implementer will take place in a considered and reflective manner and CARE will provide capacity building support and guidance to RDA thereafter. It will preserve the relationships and trust gained by CDI over the last 6 years and maintain the positioning of BP as the donor behind CDI.

The program will have two specific objectives uniting various corresponding activities, such as : “Increased capacity of local NGO’s improving social positioning of the pipeline communities, and improved economic opportunities in pipeline communities allowing for the development of small and medium enterprises.” Activities undertaken under this specific objective will bring benefits to the community members immediately and directly, and create foundations for sustainable community development from the present time onwards. Examples of such initiatives are: community infrastructure schemes, as well as structural changes for a more enabling environment – the shift towards the nationalization of the CDI implementation; more start-up business grants for small-scale entrepreneurs, demonstration farms and agricultural extension service increasing household income of targeted families, support to farmers groups, etc.

During the life of the project, CDI 3 will provide a subsidized loan scheme opportunity to farmers and small businesses, which whilst not sustainable, will leverage in loan capital during the life of the project, and provide a much needed stimulus to small business development in targeted communities.

The project commenced in May 2010 and ran till January 2012.
